Rob is a partner Goodmans LLP. His practice focuses on municipal law matters for both landowners and municipalities regarding development proposals throughout Ontario. He appears regularly before the Local Planning Appeal Tribunal (formerly Ontario Municipal Board) and the Ontario Court of Justice, and before municipal councils on land use planning matters including major residential, mixed-use, industrial and retail development. He has also been involved in significant hearings regarding municipal official plans engaging topics that include environmental feature protection, Growth Plan policy and land budget/urban area expansions.
Rob also specializes in servicing and financial matters related to land development, including the negotiation and drafting of complex infrastructure funding agreements and landowner cost-sharing agreements. Rob also routinely represents landowners regarding development charge by-laws at the municipal level and in appeals before LPAT and the Courts.
Jacob Polowin is an associate and member of the Business Law Group in Gowling WLG’s Ottawa office, with a practice focusing on development, municipal, and planning law and other development issues.
Jacob completed his JD at Osgoode Hall Law School. During his studies, he served as president of the Osgoode International Law Society and completed a one-year intensive placement at the Osgoode Mediation Clinic, where he mediated disputes at Small Claims Court. In addition, he volunteered with Law in Action Within Schools, a collaborative academic and extracurricular education program assisting at-risk students in some of Toronto’s most challenging high schools, and captained the Osgoode Intramural Hockey Team.
Jacob earned an undergraduate degree in history with honours at Queen’s University, where he also studied at the Bader International Centre and played for the Queen’s rugby team.
Jacob serves on the Ontario Bar Association's Municipal Section Executive as a Member at Large.
