Streets without sidewalks are common in low-density suburban residential areas across Canada. Some municipalities have policies that require the construction of sidewalks along all streets in new developments and mandate retrofits where they are missing. This panel will examine whether these policies are effective and appropriate, considering capital and operating costs, pedestrian safety and comfort, and alternative approaches. The discussion will also explore whether concepts such as the Dutch “living street” (woonerf) could offer a viable alternative in certain contexts.
